The deadline shifted — and the grace period vanished

Old rule: Contract-based due dates plus a 15-day grace period. Your CFO could pay on the 15th, and nobody flagged it.

New rule (June 1, 2026): Every salary must be credited by the 1st. Payment after the 1st equals late equals penalty.

Compliance threshold also raised: 80% to 85%. Miss 15% of payroll? You're flagged.

What "Day 2" enforcement actually means

This isn't theoretical. MOHRE monitors WPS in real-time.

  • Day 1 (the 1st): Deadline passes.
  • Day 2–15: MOHRE issues warnings, requests compliance.
  • Day 16+: Labour dispute registered automatically (employee doesn't have to file a complaint).
  • Day 21+: Work permit suspension, asset seizure, travel bans.

A mid-sized company with 20 staff paying one day late is now in breach. A week late, and you're managing work permit suspensions while trying to fix payroll.

The cash flow problem nobody's discussing

Payroll calculation takes 2–3 days (timesheets, approvals, deductions, reconciliation). Bank processing takes 1+ day. Total: 3–4 days minimum from approval to credited salary.

If you're cutting payroll on the 28th/29th hoping to be done by the 1st, you're cutting it too close. One delayed approval, one bank hold, one system issue — and you're late.

Businesses still on spreadsheet payroll have zero margin for error. Automated payroll with SIF integration is no longer optional.

SIF file errors are the #1 mistake

Salary Information File (SIF) rejected = payment doesn't register in WPS = MOHRE sees it as non-payment = penalty triggers, even though you paid the bank.

Common errors:

  • Wrong or mismatched IBAN
  • Labour card mismatch with employee record
  • Deduction codes misconfigured (loan deductions, insurance)
  • Emirati minimum wage miscalculated (AED 6,000 from January 2026)
  • Missing or incorrect employee category codes

Automated SIF generation cuts errors by 95%. Manual SIF = audit risk.

The insight: This isn't a payroll problem — it's a system and cash flow problem

Businesses that automate payroll by late May will be compliant by June 1. Businesses that wait until June 15 to "get serious" will be in penalties and labour disputes by July.

The 1st-of-month deadline is non-negotiable. It's not a suggestion. It's enforcement at scale.
